Project Director:

Dr. Weiner received a B.A. in Chemistry and German from Grinnell College (Grinnell, Iowa) in 1981. He received his Ph.D. in Chemistry from the University of California - Davis in 1986. Dr. Weiner received a Postdoctoral Fellowship (National Research Council) from the Chemistry Division of the Naval Research Laboratory in Washington, DC. Upon completion of his postdoctoral research in 1988, Dr. Weiner accepted an Assistant Professor position at the Department of Chemistry at the University of Puerto Rico. In 1991, he became an Associate Professor and accepted the position of Director of the Puerto Rico Laser and Spectroscopy Facility. Dr. Weiner became the Co-Director of PR-EPSCoR in 1992. He was appointed Professor in 1996 and Director of PR-EPSCoR in 1998.

As the Project Director for PR-EPSCoT, Dr. Weiner is in charge of the implementation of Puerto Rico EPSCoT. He is responsible for meeting the project's goals and maximizing the cohesiveness of the project with the other participant agencies in Puerto Rico. Dr. Weiner is also in charge of supervising and evaluating the project staff productivity and the budget management. Finally, he takes care of preparing reports as requested from the DoC or the UPR.

Co-Project Director:

Dr. Gómez received his B.S. in Physics from the University of Puerto Rico in 1962. He received his Ph.D. in Theoretical Physics at Cornell University in 1967, specializing in solid state and condensed matter physics. Upon graduation he received a postdoctoral fellowship from the National Research Council in Washington, DC. In 1970 he was appointed Professor of Physics and Chairperson of the Physics Department at the University of Puerto Rico. Five years later he was appointed Dean of the College of Natural Sciences at UPR and in 1980 he became the Director of the Resource Center for Science and Engineering. He was the Director of the Puerto Rico EPSCoR Program since its inception in 1986 until 1998 when he became Vice-President for Research and Academic Affairs of the University of Puerto Rico.

As Co-Project Director for PR-EPSCoT, Dr. Gómez ensures an optimal synergy of the project with systemic initiatives developed at the Resource Center for Science & Engineering. He also assures the effective implementation of the UPR's policies to strengthen research and graduate programs through the collaborative leadership of Chancellors, Academic Deans and Department Chairpersons. Dr. Gómez also supervises the Office of Technology Transfer, Commercialization and the Protection of Intellectual Property.

Co-Project Director:

Mr. Rivera obtained his B.S in Economics at New York University. He has served in the U.S. Small Business Administration as District (New York City) and Regional (Region VIII) Director and as Senior Advocate for the Office of the Chief Counsel for Advocacy in Washington D.C. From 1981 to 1983 he served as the National Director of the Minority Business Development Agency of the U.S. Department of Commerce, Washington, D.C. From 1990 through 1996 he was Director/Partner of the IVY Investment Group, Hato Rey, Puerto Rico. Since 1996 he has been the President of Business Plans, Inc., Hato Rey, Puerto Rico. Currently he is also the Director of the University of Puerto Rico Office of Entrepreneurial Support.

As Co-Project Director for PR-EPSCoT, Mr . Rivera is in charge of organizing, running and getting speakers and panelists for the workshops, seminars and other activities.

Co-Project Director:

Mr. Archilla obtained his B.S. in Electrical Engineering at the University of Puerto Rico, Mayagüez Campus in 1979. From 1981 to 1989 he worked at Intel PR at Las Piedras, Puerto Rico. From 1991 until 1996 he joined Motorola Electronica of PR in Vega Baja as Technical Operations Manager and Director of Engineering for the entire MEPR Operations. Since 1997 he works for the Government of Puerto Rico as Deputy Secretary for the Economic Development and Commerce Department.

As the Deputy Secretary of the Puerto Rico Department of Economic Development and Commerce, he is responsible for ensuring a strong synergy with the S&T Policy of the Government. As Co-Project Director for PR-EPSCoT, Mr. Archilla is in charge of the creation and development of the high-tech incubators in this project. He also serves as a link with the high-tech private sector.

Dr. Toro recieved her B.S. in Industrial Engineering from the University of Puerto Rico in 1982. She obtained her M.S. in Industrial Operations and Engineering from the University of Michigan in 1983 and herPh.D. in Industrial and Systems Engineering from the Georgia Institute of Technology in 1988. Upon graduation, she joined the University of Puerto Rico as an Assistant Professor for the Department of Industrial Engineering, at UPR-Mayagüez. She was appointed Associate Professor in 1992 and Professor in 1997. She has served as Associate and Acting Chairperson for the I.E. Department and as Director of Graduate Studies and Associate Dean for Academic Affairs. From August 1995 until January 1998, she served as chairperson of the I.E. Department and, until June 1999, as the Acting Engineering Dean. Currently, Dr. Toro is the Chancellor for the Mayagüez Campus of the University of Puerto Rico.

As Co-Project Director for PR-EPSCoT, Dr. Toro ensures the active participation of the UPR-Mayagüez, the premier engineering school on the island, in the PR-EPSCoT project. She is also in charge of managing the student internship program.

Mr Gamundi obtained his B.S. Industrial Engineering from McGill university in Montreal, Canada and the University of Puerto Rico, Mayagüez. He received his M.S. in Business Administration from the Inter American University of Puerto Rico. He is a Certified Production and Inventory Manager (CPIM). He has served as professor at the Graduate School of Management at the Inter American University and has held managerial positions at Arthur Anderson & Co., Pérez & Villalon, Price Waterhouse & Co., GE Instruments Corp. and Weston Instruments, Inc. Since 1997, he has been the Vice President of Manufacturing and General Manager for Electro-Biology, Inc.

As a Co-Project Director for PR-EPSCoT, Mr. Gamundi represents the private sector in the project, providing contacts throughout the high-tech private sector in Puerto Rico.

Project Coordinator:

Ms. Carreras obtained her B.B.A. in Business Administration in 1996 from the University of Puerto Rico. She is currently pursuing a M.A. in Public Administration, majoring in Program Administration, at the UPR. She has been working at the Resource Center for Science and Engineering upon graduation in 1996.

As Project Coordinator for PR-EPSCoT, Ms. Carreras is in charge of managing the administration of the project and the budget. She is responsible for the promotion and information disclosure regarding all activities within the project, preparing reports in collaboration with the PD and Co-PDs, and organizing activities and steering committee meetings. Ms. Carreras is also in charge of providing the funding agency with documentation and revisions requested, as well as gathering mailing lists from the participants and new agencies and institution.

Information Systems Coordinator:

Ms. Cardona obtained her B.S. in Chemistry in 1994 from the University of Puerto Rico. She then obtained her M.S. in Chemistry (1996) and Materials Science (1998) from the University of North Carolina at Chapel Hill and the University of Wisconsin at Madison, respectively. She has been working at the Resource Center for Science and Engineering since January, 1999.

As information systems coordinator for PR-EPSCoT, Ms. Cardona is in charge of buying and upgrading the necessary technological equipment to update, maintain and correct the Puerto Rico Scientific Community Database. She also creates the Web pages for EPSCoT and other programs within the RCSE. Ms. Cardona provides technical support and training to EPSCoT staff regarding Web services. Finally, she supervises the data collection for the Scientific Database.
